FHI 360 Vietnam is recruiting a consultant to support the implementation of HIV/AIDS care & treatment (C&T) activities under the USAID SHIFT project in collaboration with VAAC. The consultant’s scope of work will align with VAAC’s objectives and demands for the national HIV/AIDS care and treatment program. The consultant will coordinate and follow-up with related stakeholders, specialists to complete tasks as follows:

• ART retention enhancement:
  
  • Organize trainings for PAC and HTF staff in selected provinces with the highest patient attrition rates
  • Provide routine TA during implementation of the ART retention enhancement package
  • Organize meetings to review progress

• TA in transition to and roll out of TLD regimen when the drug is available provided.

• Individual counseling and treatment continuation plan (ICTP)
  
  • Provide TA to increase SHI enrollment by expanding the use of the individual counseling and treatment continuation plan (ICTP) to assist different patient groups (those willing to register with SHI, those willing to pay out of pocket, and those in need of provincial GVN funding)
  • SHI usage with regular monitoring of SHI reimbursement for ARV drugs increased.

• C&T data management:
  
  • The C&T data including TX_NEW and TX_CUR every 2 months to measure and monitoring the patient attrition status shared.

Deliverables:

• Monthly progress report on ART Retention implementation by VAAC, consultants and related stakeholders developed.
• Monthly or upon requested progress reports on:
  
  • The discussion about TLD in the meeting from VAAC
  • TLD import process into Viet Nam
• Documentary on transition to and roll out of TLD regimen from VAAC on monthly basis or upon requested
• Monthly or upon requested progress report on transition process to and roll out of TLD regimen in HTFs
• Monthly progress report on ITCP implementation by VAAC, consultants and other stakeholders.

Qualifications Requirement

• Nationality: Vietnamese

• Education: Degree in Medicine or Public Health (Master Degree is a preference)

• Experience and skills:
  
  • Experience in providing clinical and/or programmatic management of HIV within prevention and care & treatment programs in Vietnam
  • Understand the health system and ability to work well with implementing partners and government counterparts
  • Good written and oral communication skills in both Vietnamese and English;
  • Proficient in Excel, PowerPoint, and Word
  • Capable to work independently and travel as required

Duration:

Initial duration of 8 months with expected starting time from February 2019
